This report is the culmination of the project " Capacity-Building and Awareness Project for In Vitro Diagnostics for COVID-19 Management" initiated under the guidance of the APEC Health Working Group (HWG). It details APEC-wide efforts to strengthen in vitro diagnostics (IVD) for public health emergencies. Survey findings highlight challenges including regulatory fragmentation, supply chain gaps, and limited access in developing economies. Case studies showcase regional innovations:

  • China's market growth (RMB 124.3B by 2021) and export leadership
  • Thailand's rapid IgM/IgG tests (99.2% specificity) used in outbreak containment
  • Malaysia's decentralized PCR labs reducing antiviral misuse by 40%
  • Mexico's 4-phase validation framework cutting HPV test variability by 18.2%.

Key recommendations prioritize:

  • Regulatory harmonization (leveraging ISO/CLSI standards)
  • Field-deployable technologies for resource-limited settings
  • AI-integrated diagnostics and biomarker translation
  • Cross-economy collaboration to address disparities, particularly in island nations like Indonesia.

The COVID-19 pandemic underscores the urgency of these actions to enhance equitable diagnostic capacity across APEC.
